Italian Communication Authority: Resolution 292/22/CONS containing the Regulations against Hate Speech.

The Council of the Communications Authority has put the outline of the new regulation on the protection of fundamental human rights, respect for the principle of non-discrimination and the fight against hate speech for public consultation (resolution 292/22 / CONS). The text is the result of the new provisions of the Consolidated Law on audiovisual media services (Legislative Decree no. hate speech. In the scheme, on which all interested parties may propose additions and changes, it is envisaged that the information and entertainment programs must not: - contain expressions which are likely, directly or indirectly, to instigate the committing of crimes or to condone them; - offend human dignity; - disseminate, incite, propagate or justify, minimize or otherwise legitimize violence, hatred or discrimination; - offend human dignity towards a group of people or a member of a group on the basis of one of the reasons set out in Article 21 of the Charter of Fundamental Rights of the European Union. This, with a view to balancing values ​​of equal rank, such as the freedom of expression of thought and the protection of personal rights. In case of violation of the prohibitions provided for by the new regulation, penalties ranging from 30,000 euros to 600,000 euros are envisaged
