Italian Communication Authority: new rules on mobile number portability in force.
As of Nov. 7, 2022, the provisions found in the latest AGCOM (Communications Guarantee Authority) resolution on mobile number portability and SIM switching have finally come into effect. This initiative is particularly aimed at providing a higher level of security and privacy for users.
Providers had until Nov. 14, 2022, to comply, essentially preventing portability from being carried out for any phone number for which one is not the holder. This should limit opportunities for data theft by malicious users as well as increasingly common identity theft.
The change of ownership of the phone number will have to take place in the presence of the holder and recipient.
Specifically, the procedure for changing the holder can only be carried out in the presence of the persons concerned, i.e., the current holder and the future holder. In the event that the SIM card with which the number is associated has been stolen, lost or is simply faulty, it will not be possible to complete the operation.
It should also be emphasized that the destination operator will have to verify in advance that the procedure is correct, otherwise the switch from the old operator cannot be authorized. Validation will also have to be carried out in cases where there is a request to take over from a new holder or to replace the SIM.
For all procedures envisaged by the Authority's resolution, it will be necessary to present a copy from the original of the tax code and that of the SIM from the operator of origin, in no way operators will be able to activate the process for number portability and SIM change without the identity of the individuals involved being proven.
